If a rule text, a tender, or a budget was not opened, the cell stays blank. A blank is more honest than a guessed number.

- Door
- The office that can say yes: a flight regulator, a public buyer, or a defense list.
- Job
- The work the buyer wants done, such as inspection, logistics, farming, or a crisis response.
- Blank
- A fact the draft still needs. It stays empty until a public page is opened.
